Dili, November 13th 2019: His Excellency, the Prime Minister, Taur Matan Ruak, sworn in, this Wednesday, in the Government Palace, José Luís Guterres, as the President of Authority of the Special Administrative Region of Oé-Cusse-Ambeno (RAEOA) and of the Special Zone of Social Market Economy (ZEESM), replacing in the position, Mr. Mari Alkatiri.
In his brief remarks, after the swearing-in ceremony, the Prime Minister Taur Matan Ruak said he was very proud to swear in Mr. José Luís Guterres as President of Authority of the RAEOA, affirming that the Oé-Cusse project is a national project. Thus, the Head of Government motivated the new President to continue the existing works and seek to improve what is not yet well underway.
“The Oé-Cusse project is, in fact, a national project, a project that has been moving very fast since it was created up to the present. We have done a lot of things, but there are many things we have not done yet”. “Obviously, Mr. President, the new team goes there, but it will not go to do all over again. You are going to continue what the previous team has done. Whatever is good, we continue to improve, what is bad, we change, and what is not well, we adjust over time, but always tied to the idea that has just been mentioned by the President of RAEOA today: respond to the need and aspirations of the Oé-Cusse people. Our dream is this one, ensuring that the children of Oé-Cusse could benefit from the development we have already done there”, affirmed the Head of Government.
The Head of Government added that the central Government is ready to support the new President of Authority of the RAEOA and his team so that activities in Oé-Cusse do not stop. In this occasion, the Head of Government thanked the former President of RAEOA Authority, Dr. Mari Alkatiri, and his team, for their services in Oé-Cusse, which promoted this region to the world.
“I would like, here and now, to personally convey my appreciation to the Interim President, through Your Excellency, and your entire team, especially to our Maun Boot Mari Alkatiri, for his efforts to nurture Oé-Cusse to become herself today.”, said the Head of Government.
Mr. José Luis Guterres was appointed by the Government through the Government Resolution no. 32/2019, of November 6th, 2019, according to Law 2/2014, of July 18th, amended by Law 3/2019, of August 15th, which creates the Special Administrative Region of Oé-cusse Ambeno as a territorial legal entity, governed by public law, with administrative, financial and patrimonial autonomy. In article 19, the Law states that the Government has the power to appoint, by Resolution, the President of the Special Region Authority of Oé-cusse Ambeno, among Timorese citizens, with at least 35 years, for a term of five years.
José Luis Guterres was born in Viqueque, Timor-Leste is a Timorese diplomat who had very active participation in the fought, namely on the external front.
In the period of 2002-2006, he was the first ambassador from Timor-Leste to the United States of America and the UN. In the II Constitutional Government, led by Prime Minister, Ramos Horta, he was entrusted as Vice Minister of Foreign Affairs and Cooperation, until May 2007.
Between 2007-2012, he was Deputy Prime-Minister for Social Affairs, in the Governance of Parliamentary Majority Alliance, led by Prime-Minister, Kay Rala Xanana Gusmão, and, between 2012 and 2015, was entrusted as Minister of the Foreign Affairs and Cooperation, in the V Constitutional Government.
