Dili, June 27th, 2020: His Excellency Prime Minister Taur Matan Ruak presided the first retreat of the VIII Constitutional Government, with all Members of Government, which was held during two days (Friday and Saturday) in the Ministry of Finance’s auditorium .
The purpose of this retreat was to make an introduction to the Guidelines for the Preparation of Budget Proposals for 2020 to 2023, as a guide for the Government members to redefine the plan and to program necessary priorities, especially those related to the people’s well-being, in the context of the elaboration of the State General Budget proposals, from 2021 to 2023, in order to reach the goals that have been defined in the Government’s program, until the end of their mandate, in 2023.
In this occasion, the Chief Executive gave guidance to the Members of Government to elaborate the plans and programs, based on the guidelines that have already been distributed to each Ministry. Besides, Prime Minister asked all Members of the Government to work together, as a team, and coordinate the tasks between ministerial lines working in the same areas, in order to avoid the duplication of programs.
The Head of the Government also asked the Government Members to commit themselves and continue the reforms that have been started in 2019, in order to create a more efficient and effective administration, and then, reduce the burden of the State.
In this retreat, on Friday, the Members of Government had a presentation by the Director of the National Defence Institute (IDN), Navy Captain Donaciano da Costa Gomes “Pedro Klamar Fuik”, on the concept of the State-Nation. Along the meeting, there were also presentations by the Governor of the Central Bank of Timor-Leste (BCTL), on the macroeconomic situation and his perspective; by UN/UNDP Resident Coordinator, on the indicators for the Human Development in Timor-Leste, and by the World Bank representative, about the Results-Based Management. These presentations aimed to present, particularly to the new Members of Government, some matters related to the Governmental Functions.
Besides Prime Minister, this retreat was also attended by the Deputy Prime Minister and Minister of the Social Solidarity and Inclusion, Armanda Berta dos Santos, Deputy Prime Minister and Minister of Planning and Territory, José Maria dos Reis, as well as all Members of Government. END/PMO
